Why this exists
A list of faults is easy. A list you can trust is the hard part.
Everybody in the region already knows which street has been dark for a month and which road eats tyres. What nobody has is one place where that knowledge is written down, in the open, and kept current.
So NE-Watch is built around the thing that usually kills these records: the same fault reported nine times, and nobody ever saying when it was fixed. Report a fault someone has already reported and you will not create a second entry — you will be shown theirs, and asked the only question that matters.

This week
Still believable. Nobody has been past it in a few days.
Going stale
Over a week old. It may be fixed with nobody saying so.
Down to the base sheet
Weeks without a check. Treat it as a rumour until confirmed.
Every entry is built up in layers, and every confirmation pastes one more onto it. Leave one alone and the layers come off: an entry nobody has checked in weeks is back to its bare base sheet, and reads like the rumour it has become.
